Did it freeze when you are composing or it did not function at all?
Do you meet this issue with only Outlook or with any other Office app (Word, Excel, ...)?
Let's try some basic trouble shooting steps:
You can try:
- Restarting your Mac.
- Update New Outlook to the latest version.
- Uninstall Outlook and reinstall via Update history for Office for Mac - Office release notes | Microsoft Learn
