Sorry, Microsoft cannot assist with UEFI passwords. See https://support.microsoft.com/en-us/surface/forgot-uefi-password-for-surface-e44d979a-7d85-4108-98d0-6bce7d421046 you might be able to get it exchanged out of warranty IF you can send it from and receive a replacement in a country where Surface is supported.

Microsoft cannot unlock or remove UEFI passwords remotely, as I have explained. Exhange's can be made from officially supported countries.
Surface is sold and supported in specific countries. https://www.microsoft.com/en-us/surface/worldwide - you would need to send in your Surface and receive it back from a supported country, as already as been explained.
