i accidentally shared my verification code with someone and my account got hacked. i was able to submit a recovery for after realizing, i submitted it around 10 minutes after sharing the verification code. the recovery request was rejected because i didn't have enough info, when i gathered more info i tried to resubmit another form but it said "The Microsoft account you've entered does not exist" when i typed my Gmail that was used for the account. because of this i could not access customer support normally.

Sorry to hear you're having trouble.

In this particular case you would need to create a new account and then start an online chat with Support via https://support.microsoft.com and click on Contact Us to let them know your account was hacked. They'll investigate the claim and get back to you.
