Based on your sharing, you and other people are having Excel performance issue when you're unable to type in Excel cell after few minutes even after restarting the app. There're some workarounds you can consider trying to see if it helps resolve the problem:
- Clear Excel cache: In your phone, go to Settings > Apps > Excel > Storage > Clear cache. Then restarting the app and see after the issue happens again in a few minutes.
- Update the excel app: open GooglePlay Store/AppStore and search if any updates is available.
- Keyboard app issue: try installing a different keyboard app like Gboard (Google keyboard) or Microsoft SwiftKey. If after switching keyboards the issue still remains, you can try clearing keyboard cache via Settings > Apps > search for your keyboard app > Storage > Clear cache
