Surface Hub 2s - not booting from USB

I have a Surface Hub 2S device that needs to be migrated to Win11 MTRoW - following the standard documented procedure on this device doesn't allow the Migration Tool to be installed as Microsoft Store isn't opening or listed in the Installed Apps on the device.

I've downloaded the Windows 11 MTRoW image from microsoft, extracted it to a 64gb USB (FAT32) and attempted to boot to USB (Vol - + Pwr) but the device starts to PXE boot only and no option to choose USB

There are no outstanding Windows Updates for the device in SETTINGS > WINDOWS UPDATES
BIOS is up to date as per a Win10 22h2 image that is presently installed.

Tried different manufacturer USB drives (Kingston Data Traveller / Verbatim / Integral) and neither work when inserted to the Compute Cartridge, using a USBa-USBc convertor.... at a loss with this !!

    Surface Hub 2S is locked for OS migration by default recognizing your USB drive is expected until the Surface Hub 2S is unlocked for OS migration. The firmware is locked to Windows 10 Team, which means it won’t boot from external media like USB until you explicitly enable that capability.

     

    What You Can Do Next

    Check the UEFI Version

    Go to All Apps > Surface > Your Surface and confirm the UEFI version is into newer version.

    If it’s older, you’ll need to update it using a Surface Recovery Image from support.microsoft.com/surface-recovery-image.

     

    Unlock OS Migration with SEMM

    On a separate PC, install the Surface IT Toolkit.

    Create a SEMM package that enables EnableOSMigration.

    Save it to a USB drive named SEMM (FAT32 format).
