It can take as long as 48 hours to have the certification show up on your dashboard and receive the confirmation email, according to Microsoft's certification processing turnaround time. As you have passed and it is very close to the 48 hours, I think it is a good idea to submit a request by using the official Microsoft Credentials Support Form. Include your Candidate ID (MS0990978735) and exam details so they can find your record fast.

Hello Mohammad. I think the delay in receiving your Microsoft 365 Administrator certificate is normal certification updates can take as long as 24–48 hours to appear on your Microsoft Certification Dashboard once you passed the exam. If you have received your confirmation email that you passed your exam, then your result is processing and will show up shortly.
