I have 365, does that not include Access?

I have Microsoft 365 Basic and Office Home and Student 2019. At one point I thought I was able to use Access but now I can not find it and any downloads from Access are just a bunch of symbols. What do I need to do?

    Microsoft 365 Basic only lets you use the online (browser) versions of Word, Excel and PowerPoint. It does not let you install the desktop versions of Office apps. Access only comes as a desktop application for Windows.

    Office Home and Student 2019 does include desktop versions of Word, Excel and PowerPoint, but not of Access.

    So neither of the products that you have includes Access.

    You'd need to get Microsoft 365 Personal or Family.
