First, users should have to understand the process, certain situation should be reported to specific team of Microsoft, and this can only done by Office 365 global admin person. Office 365 global admin can open service request with support engineer of Microsoft, and Microsoft's frontline support engineer may connect to escalation team of Microsoft via collecting logs information. Via escalation, product team can know about issue when they are getting issue reports of Microsoft product from the users side. After that, they can do further detailed analysis to fix the issue. This is standard process to fix this issue.
