Can you send Invitations via email with MS forms if your mailbox is on-premises automatically without copying the link?

I am trying to use Microsoft Forms to send invitations via Outlook for a poll to users both inside and outside my organization. We are currently in a hybrid environment, and most of our users' mailboxes are still on-premises. The issue is that when I send the invitation to users with online mailboxes, it works fine. However, when I send it to users with on-premises mailboxes, it does not work. Is it possible to send invitations via email with MS Forms if the mailbox is on-premises, without having to manually copy the link?

    Forms itself is a web-based application, so you need an internet connection to access Forms, and I noticed that you mentioned that your mailbox is local. Normally, it is difficult to use the Forms service in an environment without an internet connection.
