Alt+Shift fails to change keyboard layout when both keys are pressed simultaneously (worked in Windows 10)

Summary

Since upgrading to Windows 11 the classic shortcut Left Alt + Left Shift misses ~30 % of presses when both keys are tapped quickly and simultaneously. Windows 10 never exhibited this behaviour. The shortcut MUST be mapped on Left Alt + Left Shift.

Environment

  • Windows 11 Pro 23H2 (build 22631.xxxx)   <!-- replace with your exact build -->
  • Two input languages installed (English ‑ US & Russian)
  • Advanced keyboard settings → “Switch input language” = Left Alt + Left Shift
  • Reproduced on four different PCs (USB & Bluetooth keyboards) and one Hyper‑V VM.

Steps to Reproduce

  1. Open any text field (e.g., Notepad).
  2. Tap Alt and Shift together and release immediately.
  3. Repeat ~20 times.

Expected Result

Layout toggles on every keypress (Windows 10 behaviour).

Actual Result

About one third of presses leave the current layout unchanged; sometimes the task‑bar indicator blinks twice and reverts to the original language.
Shortcut Win + Space always works, proving the issue is specific to Alt + Shift.
