Do we want to delete all cookies, or allow them?

Yesterday I received an email that said: Manage cookies in Microsoft Edge: View, allow, block, delete and use. Do we want to delete all the cookies or allow them? Could this be the reason my laptop is so slow now, because I have never deleted the m on my 4 yr old laptop?

    Cookies primarily affect your login on a website so that you do not need to log in to your account every time you visit a website.

    Cookies expire after a certain period of time and there is no need to delete them manually. If you delete a cookie from a website, you will be logged out of that website.

    Cookies do not slow down your computer.
