Perhaps you should be concerned about what Microsoft Edge is doing with all that RAM and CPU. I mean, if you're not using Microsoft Edge, then somebody else must be.

On a brand new PC the cpu and RAM are being maxed out on task manager by microsoft edge, do I have to use another browser or what can I do to make the performance better?

Don't worry, I will help you to solve it.
MS Edge normally consumes high resources but it shouldn't maxed them out.
I will recommend the following solutions.

> Click Reset settings.
> Click the > icon next to Restore settings to their default values, and then click Reset when prompted.
Open Settings > Apps > Apps & features > select Microsoft Edge and then select Modify > select Repair.
