I see that you’re trying to make changes with your campaign budget. About your question whether the applied automated rules with shared budget, the answer is yes!
To apply an automated rule for the budget, kindly click All campaigns > Campaigns > Select the campaigns you want the automated rule to be applied > Select Change budget when. You may select Preview first to see how the changes are going to look like then click Save.
Once the automated budget has been modified, you may update your shared budget under Tools > Select Shared budgets under Shared Library > Click Create+ > Set your budget name, budget amount, and select the campaigns to share budget > Click Save. With a shared budget, Microsoft Advertising automatically adjusts how your budget is spent across its campaigns to help you improve your ROI.
