I hope your day is going well and I would be happy to provide information about adding a credit card.
There are a few reasons why one might get this error. The most common reason is that the information added is not matching to the records of your bank. While many online services only require only verification of CVV, Expiration, and Zip, we do check all applicable information with the bank. Therefore if your address, name on the card, etc. does not exactly match what is on file with the bank, you will get this error.
There are additional types of blocks that can happen with cards, for instance, if you are using the standard account you can only add a single card on up to five accounts, so please be sure this card has not been provided with any other accounts in the Bing Ads System.
Please be sure that you are following the correct method on adding a credit card as well.
- Click the gear icon, and then click Accounts & Billing.
- If you have multiple accounts, select an account from the drop-down list at the top of the page.
- Click the Payment Methods tab.
- Click Add card.
- From the list, select the country/region of your card's billing address. (If your business location is in Brazil or India, your billing country/region is set by default and cannot be changed.)
- Choose your Payment setting, if you haven't already.
- Then, enter your card details: the Card number, the Expiration date, the Security code, the Name on card, and the Billing address.
- Click Save when you're done.
