You can't directly - the temp drive is a temp drive, stored on the local host of the hypervisor your machine is running on, it is also used for the pagefile.
There are specific SKUs that have it and others that don't.
If you don't need the temp drive, then you have to reprovision the VM to an SKU that doesn't have it.
