Allowing my child to play online multiplayer in minecraft

when i log into my account (organizer) the ability to allow my childs account is switched to "Allow" in regards to playing online games. but when my child logs in all he sees is it greyed out "Block". how do we fix this so that he can play minecraft online?

Settings->Safety & Privacy->Manage safety privacy & safety settings->Privacy & online safety->(select childs account)->

Play games with others in Xbox multiplayer. This does not enable communication.

Allow <- my (organizer) account shows this

Block <- my childs account shows this

I even switched his account to adult but still does not allow online play and when he tries to change the settings it says multiplayer is disabled check your microsoft account.

    Apparently it took over 24 hours to finally update, but it finally updated and allowed the child account to play multiplayer/online games when the settings were changed on the organizers account for:

    You can join multiplayer games
