Cannot unlock the Autheticator

I bought an iPhone 17. My previous phone was iPhone 11. I transferred all my apps from iPhone 11 to iPhone 17. I cannot unlock the Authenticator on iPhone 17. When I click it to open I am asked to Enter iPhone Passcode. after entering the passcode, it shows the Authenticator is still locked.

    We deleted the Authenticator app and reinstalled it. It worked. We are able to unlock it.
